Whang Poo Conservancy Board request that His Majesty's Government will nominate a British engineer to serve on
International Committee to pronounce final opinion on
harbour development at Shanghai. They require engineer of
highest standing and with practical experience of public
harbour and river works and Port Administration.
Nominations should reach Board before March 1st. Engineer should leave England by August 31st and could reach
England again in January 1922.
Peninsular and Oriental will afford special facilities
for passages.
Engineer should not be accompanied by family.
Board request that nominee should state terms on which he
would accept appointment. There will be six members of Committee and taels 75,000 has been allocated for fees.
Two firms have been suggested, Coode Matthews Fitzmaurice
and Wilson; also Rendel Palmer and Tritton; but Board does
not desire to restrict nominations to these two. Decisions
reached by this Committee may have most important effect on
whole question of Port development and Conservancy in China
and I trust you will endeavour to secure nomination of
engineer of highest standing.
